What mechanically changed such that Kepler's can now operate? Did the land owner agree to lower the rent?

Part of it was a huge influx of money from a consortium of individual investors, part of it was revising their business plan, and part of it was negotiating with the Tan Group to lower rents. It's unclear how much the Tan Group budged, though I guess the answer is "enough to reopen."
